Federal Resources (Maritime Division), San Diego, CA, Technical Representative

Description: The Technical representative will be responsible for inspecting products on Navy ships that Federal Resources (Maritime Division) supplies. Products include filtration, pump and OWS systems. Candidate will need to schedule visits to the Naval Stations and Shipyards to verify that equipment is operating properly and to offer technical assistance and maintenance procedures if equipment needs repaired. Most travel with occur between Camp Pendleton and San Diego. However, visits to Bremerton, WA would be necessary on an infrequent basis. Ideal candidate will have prior military service in the Navy and have the ability to travel unescorted to the Naval Commands and ships. Federal Resources would also anticipate that the candidate would be trained in CBRNE equipment that would be sold to military, municipal and city fire departments. Familiarity with hazmat equipment is not required for the job, but is favored.

Requirements: A High School Degree at a minimum and with at least four years active service in the Navy. Experience with engine room and auxiliary equipment is preferred. Experience with DCA operations or hazmat equipment is not required, but is an advantage to the candidate.

Job Description: ARINC in San Diego, CA is looking for a Communications Program Manager to support our Defense Systems Engineering division. To be successful in this position, there are two main goals to accomplish which are program management/business development support and communications engineering support.

Program Management duties include the following:

· Teaming with Division and Department Management to identify communications business development opportunities

· Development and presentation of capability briefings to customers and industry partners, Capture Management, Proposal Development, Proposal Management, and Program Management

Engineering duties include providing program support of C4ISR tasking on SPAWAR programs to include the following:

· ADNS and SATCOM engineering for Naval ships, shore sites, and submarine platforms

· Assist with ADNS and SATCOM engineering lab testing, development and implementation

· Develop and maintain ADNS and SATCOM policies and procedures by reviewing and providing feedback to applicable support documentation

· Track and assist with ADNS and SATCOM CMPRO Engineering Change Notices (ECN’s)

· Conduct and assist in ADNS and SATCOM testing in laboratory and site environments

· Assist with ship to shore, aircraft to shore of end to end communications

Required Experience: Up to 7 years experience in business development to include opportunity identification, capability briefing development and presentation, Capture Management, Proposal Development and Proposal Management is required. Up to 13 years experience in complex communications system or equipment design, analysis, integration, testing, installation, and reliability analysis is required.

· Knowledge of and experience with ADNS and SATCOM

· Demonstrated experience in program management to include managing projects/programs and managing an organization

· Experience with Naval Conops

· Communication Security (COMSEC) software and hardware account management experience is required, as is experience in Naval Telecommunication Operations, Planning, Testing, and Analysis

· Ability to maintain quality relationships and communicate ARINC’s capabilities and services effectively to current and potential customers at SPAWAR

· Good working capability with MS Office Suite

Applicants selected will be subject to a government security investigation and must meet eligibility requirements, including US Citizenship, for access to classified information.

Desired Experience: At least two years experience in the satellite communication (SATCOM) field as an ADNS or related trainer is desired.

· Knowledge of SPAWAR acquisition process, contracting, and program control

· Knowledge of SPAWAR PMW-150, PMW-160, PMW-170, PMW-760, PMW-750, and PMW-790 as well as SPAWAR Systems Center Pacific Code 55 operations

· Knowledge of SMC MILSATCOM programs

· Knowledge of and experience with ISNS, CENTRIX, and SCI networks

· Detailed programmatic and technical knowledge of JTRS, Global information Grid, and future CANES objectives

Education:

· Bachelor’s degree in Engineering. Master’s degree in Business Administration desired.

· CISCO certification is preferred.
